The Forest Conservation Programme places considerable emphasis on securing rights and tenure to forest resources for two reasons:

  • People are more willing to look after their forest resources if they have rights of access to those resources and some level of control over the way they are used. Having such control also makes them more capable of managing forest  resources.
     
  • Forests are only able to contribute to secure livelihoods and poverty reduction if people have effective access to forests resources and effective rights to use those resources.
