However, although the CARPE Phase 2b Program effectively started in October 2006, real activities per se started after the CARPE inception workshop that was held in Yaounde on February 07-09, 2007 (co-organized by IUCN and USAID). The workshop came out with major orientations and recommendations that have so far guided the implementation of activities of the program for the past 12 months, especially by FPs, landscape consortia, Governments and CSO.

Also, since most of the CARPE Focal Points who attended the Workshop were newly recruited in the Program, the Workshop was therefore a forum for them to learn about the CARPE Program in general and the Phase 2b Program in particular. The past 12 months have therefore been a very exciting year for all the Focal Points because it gave them a firsthand experience on program implementation as part of the vibrant CARPE Team.

However, after a lot of exciting experiences and lessons learned that came as a result of program implementation by FPs, they have been confronted with new opportunities, challenges and constraints that will definitely positively or negatively influence our activities. It therefore becomes very incumbent for us to take some time off to take stock of the implementation of activities for the past one year while at the same time come out with strategies to capitalize on our successes, looking for workable solutions on difficulties during the remaining nine months. This is why we thought it very important to organize an all FP meeting where FPs will physically meet in one place to discuss some of these issues not only among themselves, but also with the staff of the CARPE Headquarters in Kinshasa, the Regional Program Office in Yaoundé and IUCN-ROCA Management staff in Kinshasa. Although FPs have done a very good job, it is believed that discussions will surely pave the way for the definition of an appropriate and adaptable strategy to improve program delivery both at the landscape and country-wide levels.

OBJECTIVES

Overall Objective

The main objective of the meeting is to facilitate the implementation of CARPE’s strategic objective in Central Africa which is to reduce the rate of forest degradation and loss of biodiversity through increase local, national and regional management capacity.

Specific Objectives

Specific objectives of the workshop are to:

  • 1. Facilitate the exchange of experiences and lessons learned between FPs, the CARPE Regional Office in Yaoundé, and the CARPE Headquarters in Kinshasa on the implementation of the CARPE Phase 2b Program ;
  • 2. Evaluate the implementation of FY07 activities, notably small grants, advocacy, landscape monitoring, lessons learned, SoF, other cross-cutting themes, etc. and give some recommendations to improve programme delivery;
  • 3. Discuss the necessary strategies to facilitate a smooth handover of the CARPE Program to Governments of the Sub-region as of 2011;
  • 4. Continue to train Focal Points on IUCN financial management rules and regulations within the framework of the CARPE Phase 2b Program.

EXPECTED OUTPUT

We have the following expected outputs.

  • 1. Exchange of experiences and lessons learned between FPs, CARPE Headquarters, CARPE Regional Office on the implementation of the CARPE Program is facilitated ;
  • 2. The implementation of the activities of the first year of the Program is evaluated, notably activities concerning the small grants, advocacy, landscape monitoring, lessons learned, SoF, other cross-cutting themes and concrete recommendations to improve programme delivery are outlined;
  • 3. Strategies to facilitate a smooth handover of the CARPE Program to Governments of the Sub-region as of 2011 are outlined;
  • 4. Focal Points received training on IUCN financial management rules and regulations within the framework of the CARPE Phase 2b Program.

METHODOLOGY

In order to facilitate firsthand contact between the Focal Points, CARPE-USAID, CARPE-IUCN and IUCN, presentations and discussions will be done in the plenary. It will be moderated by the Regional Program Manager.
