| Introduction
The IUCN Commission on Environmental Law (CEL) is a network of environmental
law and policy experts from all regions of the world who volunteer their
knowledge and services to IUCN activities, especially to those of the
IUCN Law Programme. CEL functions as an integral part of the IUCN Environmental
Law Programme, which includes the Commission and the Environmental Law
Centre.

Steering
Committee
The Steering Committee governs the activities of CEL. It is composed
of the Chair, the Deputy Chair, the Vice Chairs, and the Director of
the ELC (on an ex officio basis).
The second CEL Steering Committee meeting was held at the IUCN Environmental Law Centre in Bonn, Germany on April 4-5, 2006.
Specialist
Groups
The Chair of the IUCN Commission on Environmental Law, Sheila Abed, convened an historic first meeting of CEL Specialist Group Chairs in Foz do Iguaçu , Brazil on 1-2 June 2006. The purpose of the meeting was to gain a collective understanding of each others work, to promote co-operation between all Specialist Groups and the Steering Committee, to discuss SG workplans and priorities in the context of the CEL Mandate and ELP Programme, and to explore sources of funding for their work.
Members
The IUCN Statutes provide that all Commission membership expires three
months after the World Conservation Congress. It is then for the Chair
of each Commission to determine Commission membership, with the help
of the Steering Committee.

The present-day Commission on Environmental Law, one of six IUCN specialized
Commissions, began in committee form in 1960 by decision of the Seventh
IUCN General Assembly (the overall governing body of all members of
IUCN).
