CDG Fellows Stay at IUCN ELC a Great Success
29 June 2002

CDG fellows with Prof. Alexandre Kiss and Dr. Françoise Burhenne-GuilminThe Carl Duisberg Gesellschaft (CDG) Fellows capped off three months of hard work at the IUCN Environmental Law Centre with oral presentations of their papers on 28 June (see story below). Mrs. Iris Eimermacher of CDG, Mrs. Martina Lambrich of ZAV Bonn (Zentralstelle für Arbeitsvermittlung, or Central Placement Agency), Prof. Alexandre Kiss, one of the Commission on Environmental Law's most accomplished members, and ELC staff attended the presentations. The Fellows all thanked the CDG and the ZAV for making their stay in Germany possible, ELC staff for their friendship and professional support, and Dr. Françoise Burhenne-Guilmin in particular who supervised their work, and Prof. Kiss for his assistance and active interest in their papers. The Fellows now return to their countries to continue their work in environmental law and policy and research. The ELC also said goodbye to Dr. Griselda D. Capaldo, Alexander von Humboldt Post-Doctoral Fellow who will continue her research at the University of Cologne, and to Ms. Hilary Groos-Bungarten, who has provided invaluable volunteer work to the ELC for the past three months.

IUCN Taking Practical Steps To Promote Governance for Sustainable Development

Simon Upton, Workshop Chair (centre) and Workshop participants, World Bank Conference Centre, ParisIUCN, in partnership with the World Business Council for Sustainable Development, the World Bank Institute, LEAD International, Deutsche Bank and the Roundtable for Sustainable Development convened a workshop of 40 hands on development experts from business, NGO's, development and financial institutions, and government entitled, "Better Local Governance for Sustainable Development - creating an enabling environment for sustainable development" on 27-28 June as a contribution to the preparations for the World Summit for Sustainable Development (WSSD). The Workshop considered the role development agencies, the private sector and civil society can play in creating the policy skills and framework required to attract and then turn capital flows into local sustainable development. IUCN ELP, which is leading the development of the IUCN Position Paper on Governance for Sustainable Development for the WSSD, was well represented through Dr Jorge Caillaux, IUCN CEL Regional Vice Chair for South America and John Scanlon, Head, IUCN ELP.

Pakistan Takes Great Strides with Environmental Law Training

Mr. Jawad Hassan, alumnus of the 1997 Singapore course, and Dr. Parvez Hassan (left to right) The largest in the series of worldwide launches of the Asian Development Bank-IUCN-Asia Pacific Centre for Environmental Law book Capacity Building for Environmental Law in the Asian and Pacific Region was held in Lahore, Pakistan, the home base of Dr. Parvez Hassan, Chair, IUCN Commission on Environmental Law 1990-1996. Dr. Hassan's vision, initiative and perseverance were instrumental in obtaining the ADB technical assistance grant that led to the conduct of the Training the Trainers courses in Singapore in 1997 and 1998, and the publication of the groundbreaking two-volume work. A syllabus for an environmental law course has now been approved by Pakistan's University Grant Commission, plans are underway for holding a training the trainers course in Pakistan and a diploma program in Environmental Law has also been introduced at the University Law College, all with the assistance of alumni of the Singapore course. The launch was attended by over 135 persons consisting of deans of leading law schools, judges, lawyers, civil society activists, members of the press, and a majority of the Pakistani alumni of the Singapore course. Former Chief Justice Nasim Hasan Shah of the Supreme Court of Pakistan gave the keynote address. The book was launched and presented to special guests by former Justice Saleem Akhtar, author of the Supreme Court's Shehla Zia judgment.

IUCN ELP Investing in People and Institutions

Warren Evans, Donna Craig, Maria Socorro Manguiat and CDG FellowsThe European launch of the Asian Development Bank -sponsored book, "Capacity Building in Environmental Law in the Asian and Pacific Region: Approaches and Resources" was held yesterday at the IUCN Environmental Law Centre (ELC) offices in Bonn. Mr. J. Warren Evans, Director of Environment and Social Safeguards Division of the ADB and Prof. Donna G. Craig, co-editor of the book, provided stimulating presentations about the history of the training course that preceded the book, the preparation of the book, and the ongoing value of the book in capacity building not only in the Asia Pacific region but also worldwide. Ms. Maria Socorro Manguiat, ELC Legal Officer and a participant in the 1997 course, extended the participants' thanks to those involved in the project and shared her real life experience of how the course had benefited the participants and their students. CDG Fellows currently completing their research at the ELC were presented with copies of the book. They and other guests lined up to have their books signed by Prof. Craig.

Updating the European Commission about the Work of IUCN

European Parliament, BrusselsIUCN Environmental Law Programme (ELP) has engaged in a series of meetings with staff of the European Parliament and the European Commission to provide background information on the IUCN presence at the World Summit on Sustainable Development (WSSD), the Commission on Environmental Law (CEL) pre WSSD conference and the IUCN ELP, including its innovative Capacity Building Initiative. This series of meetings was co-ordinated by IUCN ELC volunteer, Hilary Groos, a member of the staff of the European Parliament for over ten years. These meetings represent a clear intention on the part of the IUCN ELP to more effectively engage with the work of the European Parliament and Commission. IUCN has recently moved its Regional Office for Europe to Brussels and appointed a new Regional Director, Tamas Marghescu.

IUCN ELP Meets with ADB to Progress Capacity Building in Asia and the Pacific

ADB President Tadao Chino (centre), with John Boyd, Nick Robinson, Koh Kheng Lian Professor Nicholas Robinson, Chair of the IUCN Commission on Environmental Law (CEL) and Professor Koh Kheng Lian, CEL Regional Vice Chair for South and East Asia have engaged in a series of meetings with the ADB in Manila to commemorate the highly successful launches of the ADB books, 'Capacity Building for Environmental Law in the Asia and Pacific Region', and to present the innovative Environmental Law Programme (ELP) Capacity Building Initiative. The IUCN ELP was most grateful for the opportunity to meet with ADB President Tadao Chino (see photo), who was formally presented with a copy of the books by two of the books three Editors, Nick Robinson and Koh Kheng Lian. Also present at this event was Dr. John Boyd, former Principal Sector Specialist of the Asian Development Bank, a prime mover of this project.

IUCN to Sponsor Judicial Symposium for European Judges
11 June 2002

Adelaide House, London BridgeThe IUCN Environmental Law Programme will sponsor a two day Judicial Symposium for European Judges from 10-11 October. The Symposium, which has been supported by The Right Honorable Lord Woolf, is being co-sponsored by the UNEP Regional Office for Europe, the European Environmental Law Association and the United Kingdom Environmental Law Association. Preparations for the Symposium are being coordinated by Professor Andrew Waite, CEL Regional Vice Chair for Western Europe, and the IUCN Environmental Law Centre in Bonn. The Symposium will be held at Adelaide House, London Bridge (see photo) at the offices of London based law firm, Berwin, Leighton, Paisner.


IUCN ELP Meets With Brazilian Judges
10 June 2002

Chief Justice Marcus Faver, Antonio Benjamin, Justice Maria H Lobo and John Scanlon (right to left)The active involvement of the Chief Justice of the Supreme Court of Brazil, Ministro Nilson Vital Naves, in the 6th International Conference on Environmental Law (see story below), was followed by meetings on 7th June with the Chief Justice of the Supreme Court of Rio de Janeiro, Marcus Faver, together with many other Justices of the Court. Discussions included progressing the joint efforts of IUCN ELP and UNEP in facilitating meetings of judges at global and regional levels and the possibility of convening a Judicial symposium for South American Judges in Rio de Janeiro in 2003. Brazilian Judges will be actively involved in the UNEP Global Judicial Symposium to be held in Johannesburg in August, just prior to the World Summit on Sustainable Development. IUCN ELP is co-sponsor of the Symposium.

IUCN ELP Discusses Collaboration with Brazilian Prosecutors
10 June 2002

Attorney General for the State of Rio de Janeiro (centre) and staff of the Office of the AG  The Attorney General for the State of Rio de Janeiro, Jose Muinos Pineiro Filho, and staff of the Environment Protection Division of the Office of the Attorney General, met with Antonio Benjamin, Commission on Environmental Law Member and Director of Lawyers for a Green Planet Institute (an IUCN member), and John Scanlon, Head ELP on 7th June. Discussions with the Attorney General included: the need for capacity building, future collaboration with IUCN ELP in establishing global and regional networks of environmental prosecutors, and the possibility of the Office becoming a member of IUCN. Prosecutors from the Environment Protection Division are appointed for life and are responsible for taking both criminal and civil compliance and enforcement proceedings.

Brazil: 6th International Conference on Environmental Law an Outstanding Success
5 June 2002

Presentation to the Vice President, Mokiti Okada Foundation, conference host, Sao Paulo, 4 June 2002IUCN member, Lawyers for a Green Planet Institute, hosted the 6th International Conference on Environmental Law: 'Ten Years After Rio 92: Sustainable Development and Law' in Sao Paulo, Brazil, on 4 June. The conference attracted over 750 participants from each of the 25 states of Brazil, including politicians, judges, prosecutors, enforcement officers, academics, private sector and NGO lawyers and students. The conference was opened by the Chief Justice of the Supreme Court of Brazil, together with the Attorney's General for Brazil and the State of Sao Paulo, the President of the Brazilian Association of Judges and the Secretary of the Environment for the State of Sao Paulo. IUCN Environmental Law Programme (ELP) made a significant contribution to the event through presentations from CEL Regional Vice Chairs for Asia and South America, Professor Koh Kheng Lian and Dr Jorge Caillaux, and John Scanlon, Head ELP. The event, followed by the 7th Brazilian Conference on Environmental Law, was an outstanding success and tribute was paid to Dr Antonio Herman Benjamin, conference Organizer/Editor, Institute Director and CEL member. Next years event 'Water and the Web of Life', will be held in Sao Paulo, Brazil on 2-3 June 2003.

Pioneering Legislator Meets IUCN Director General

David Wotton and Achim Steiner (left to right)Hon David Wotton, Minister for the Environment and Natural Resources (South Australia) from 1979-82 and 1993-97, Ministerial Councilor on the (Australian) Murray Darling Ministerial Council from 1993-97, and current Chair of the River Murray Catchment Water Management Board, met with IUCN Director General, Achim Steiner at IUCN Headquarters on 31 May 2002. Wotton pioneered the establishment of 'consultative committees' to resolve the conflict between park management and local communities in 1979, the use of 'heritage agreements' with private land owners to protect native vegetation in 1981, the effective devolution of authority for water resource management to catchment communities (including the creation of a supporting levy) in 1994, a clear legislative process for the sustainable utilization of wildlife, and the creation of the 'Friends of National Parks' in 1981 (now over 7,000 strong). "I was pleased to learn first hand of the significant role IUCN is playing in tackling the world's most pressing environmental issues, which I hope becomes known as widely as possible" said Wotton.

IUCN ELP Makes Major Contribution to 56th Council Meeting

Maria Socorro Manguiat (ELC), Professor Nicholas Robinson (CEL) and John Scanlon (ELC), IUCN HQ, Gland (left to right) IUCN Council held its 56th meeting at IUCN Headquarters, Gland, Switzerland, from 27-29 May. The Council dealt with numerous important issues to both the Union and the international community at large. The Environmental Law Programme (ELP), both through the Commission (CEL) and the Environmental Law Centre (ELC) was actively involved and engaged in the meeting. The ELC and CEL made a substantial contribution to items dealing with IUCN UN Observer Status, how IUCN Statutes deal with making IUCN policy (resulting in an IUCN policy framework being agreed), genetically modified organisms, invasive species and preparations for the WSSD (and in particular leading the development of IUCN's position on 'Governance for Sustainable Development'). The ELP publication dealing with the Legal Regime for the Arctic, the ABD environmental law training materials, the draft Explanatory Guide on the Cartagena Protocol and the new ELP Newsletter were also distributed. Professor Nicholas Robinson, CEL Chair's, contribution included being both a Council member and the Legal Adviser to the Council. The Council expressed its appreciation for the work of the Secretariat, including the ELC.


IUCN ELP Facilitating the Sharing of Knowledge on River Basin Management
23 May 2002

Commission Secretariat and ELC delegates, Secretariat Offices, Koblenz, GermanyJ Harm Oterdoom, Secretary General, International Commission for the Protection of the Rhine, and Chief Scientist, Dr Marc Braun, met with an IUCN ELC delegation on 22 May to explain and discuss the functioning of the Commission. The ELC delegation included CDG fellows, Sunny Pichyakorn and Ketsana Phommachanh (employed by the Governments of Thailand and Lao PDR respectively), both of whom are currently undertaking a comparative analysis of the Mekong River Commission and selected river basin commissions. The presentation by the Commission Secretariat followed presentations made to all ELC fellows and interns over the past two weeks by Stephen Hunter and John Scanlon, current and former (Australian) Murray Darling Basin Commissioners, on the Murray Darling Basin Initiative. Scanlon described this as an important part of the Environmental Law Programme's efforts to facilitate the sharing of knowledge between river basin management authorities.

Fellows meet Founders

Dr W Burhenne and Dr F Burhenne (centre) with ELC fellows and staffAt a reception held for all fellows and staff of the Environmental Law Centre (ELC) on Friday 17 May, the founder of the IUCN Environmental Law Programme (in 1958), Dr Wolfgang Burhenne, and the founding Director of the ELC (in 1970), Dr Francoise Burhenne-Guilmin, were formally introduced to the five CDG research fellows (see story below), and the one Humboldt research fellow, who are all currently posted with the ELC in Bonn. The reception provided the opportunity for the fellows and the founders to discuss the rich history of the Programme, and for everyone from the ELC to welcome the fellows, from Argentina, Brazil, Lao PDR, Panama, Thailand and Uganda, to the beautiful City of Bonn. In speaking with the fellows, Dr Burhenne spoke of his wish, from the earliest days of the Programme, to see every country have their own trained and skilled environmental lawyers, of which the ELC fellows were a very important part.

Ramsar Steering Committee Chair Visits IUCN ELC

Stephen Hunter with staff, fellows and interns from the ELCStephen Hunter, Chair of the Ramsar Steering Committee, Deputy Director of Environment Australia and Murray Darling Basin Commissioner, visited the offices of the Environmental Law Centre on 13 May. Stephen's visit included an address to ELC staff, research fellows and interns on the Ramsar Convention, with a particular focus on the role of the Steering Committee in its implementation, and on Australia's efforts to implement the Convention at the national level, including through the Australian Environment Protection and Biodiversity Act 1999, the National Heritage Trust and the Murray Darling Basin Initiative. All at the ELC were most grateful to Stephen for his highly interesting presentation and for taking the time to share his vast experience with water and wetlands issues.

UNEP and IUCN-ELP Moving Towards a New Era of Cooperation

Donald Kaniaru (UNEP), Etienne Sinatambou (IUCN-CEL), Klaus Töpfer (Executive Director, UNEP), and John Scanlon (IUCN-ELP) (left to right)UNEP and IUCN-ELP have further progressed cooperation in the lead up to the World Summit on Sustainable Development (WSSD). Meetings held in UNEP Headquarters last week between senior UNEP officials and the Head of IUCN-ELP, building upon January meetings with Commission on Environmental Law (CEL) Chair, Professor Nicholas Robinson, resulted in many agreements, including: that UNEP will co-sponsor the CEL (University of Natal) pre WSSD conference (see story below) and the Judicial Symposium for judges from the Arab region being led by the Arab Regional Centre for Environmental Law (ARCEL), the newest IUCN regional 'centre of excellence' (see story below). IUCN-ELP has agreed to offer significant 'in kind' support to the Steering Committee for the 'Partnership for the Development of Environmental Law and Institutions in Africa' project (see story below) and to be a cosponsor of the UNEP led Global Judicial Symposium to be held in Johannesburg on 19-20 August. A meeting between IUCN, UNEP and FAO also agreed to further promote and enhance ECOLEX, the web based 'gateway to environmental law' in the lead up to WSSD. Professor Robinson and John Scanlon joined in observing that "the genuine desire of both organizations to enhance their long standing partnership approach to capacity building, either IUCN or UNEP led, is leading to a new and exciting era of cooperation."

Building Capacity in Africa Gets a Major Boost

Africa Law Project Steering Committee, UNEP Headquarters, NairobiThe Steering Committee for the 2001-2004 'Partnership for the Development of Environmental Law and Institutions in Africa' met at UNEP Headquarters in Nairobi from 6-7 May to map out an agreed plan for the implementation of the project (which builds upon the very successful 1994-2000 Dutch funded 'Environmental Law and Institutions in Africa' project). The Steering Committee membership is drawn from the partners for the project, namely UNEP (Project Leader and Manager), UNDP, FAO, The World Bank, IUCN-ELP, and the Belgian, Dutch, German, Luxembourg and Swiss Governments. CEL Regional Vice-Chair for Africa, Etienne Sinatambou, was also invited to join the Steering Committee in 2001 as a "distinguished environmental law expert.to highlight African presence and to make a unique input from the perspective of the continent." Each of the five donor countries either confirmed or announced major financial contributions to the project during the course of the meeting, and all other Steering Committee members reaffirmed their commitment to the project. IUCN ELP agreed to volunteer its time to the Steering Committee in the spirit of partnership that brings all of the Steering Committee together to provide a coordinated programme of capacity building in environmental law in Africa.

APCEL (Singapore) wins high praise

Dr Balaji Sadasivan, Singapore Minister of State for Health and the EnvironmentThe Asia-Pacific Centre for Environmental Law (APCEL) recently took on a high-profile role during a May 3 event in Singapore to launch the book "Capacity Building for Environmental Law in the Asian and Pacific Region: Approaches and Resources", a publication sponsored by the Asian Development Bank - ADB. This same book was earlier launched in Washington DC in April (Full story). The importance of this book and the fact that it is specifically directed at the Asian and Pacific Region was underlined by the presence of many important figures who attended the event. Dr Balaji Sadasivan, the Singapore Minister of State for Health and the Environment, was the Guest of Honour. In his remarks, he highlighted the importance of the APCEL activities to his Ministry as evidence of Singapore's positive response to Chapters 8 and 36 of Agenda 21. APCEL, one of the regional centres of excellence established with the strong support of the IUCN-ELP, has been in existence since 1996 and in this short time, has shown itself to be a major player in environmental law in the Asia and Pacific Region.

'New look' IUCN ELP Newsletter released

The IUCN Environmental Law Programme has released a 'new look' ELP Newsletter as a part of a major drive to further develop and improve its communication tools. This informative and timely newsletter includes a focus on water and wetlands, a major programmatic area for IUCN and the ELP, provides an overview of the invigorating and direction setting meeting of the Commission on Environmental Law Steering Committee held at the Environmental Law Centre in Bonn last January (attended by IUCN Director General Achim Steiner), addresses the 'Road to the World Summit on Sustainable Development' (WSSD), together with upcoming conferences of the parties under key conventions, provides an overview of the Aarhus Convention and the Draft Covenant on Environment and Development, as well as containing all of our regular features. The Newsletter also includes inserts providing more information on the pre WSSD conference entitled "World Summit 2002: Environmental Law Foundations for Sustainable Development" (see story below) and the matrix for the IUCN ELP Environmental Law Capacity Building Initiative, which can also be found on the ELP Website under 'Environmental Law Programme - Capacity Building'.

Over one hundred participants to the 3rd meeting of the Intergovernmental Committee for the Cartagena Protocol on Biosafety (ICCP 3) came to the side-event organized by the IUCN Environmental Law Centre (IUCN ELC) and the Foundation for International Environmental Law and Development (FIELD) in the Hague last Wednesday to present the current draft of the Explanatory Guide to the Biosafety Protocol. The Guide is being prepared by IUCN ELC and FIELD in cooperation with the World Resources Institute (WRI), and is in an advanced stage of development. Its main goal is to facilitate the understanding of the provisions of the Protocol for those interested in its implementation, in particular those who will be involved in the development of national biosafety frameworks. The Guide is thus conceived as a reference tool, providing an information base on the content of the Protocol, chiefly by means of a commentary article by article. The current draft Guide, which is the result of a drafting and consultation process entailing three workshops in Bonn spread over a period of one and half years, was available at the side-event, and the 150 copies available were not sufficient to satisfy the demand for the text. The draft Guide is therefore also being made available in PDF format on the web site of FIELD and of IUCN.

Pre-WSSD Environmental Law Conference in the University of Natal, Pietermaritzburg, South Africa

From the 20th to the 22nd of August 2002, the IUCN Commission on Environmental Law and the Institute of Environmental Law of the University of Natal, in cooperation with leading environmental law institutions from all over the world, will be hosting a conference entitled "World Summit 2002: Environmental Law Foundations for Sustainable Development." The conference will gather the world's leading legal experts and is designed as a small, interactive and participatory dialogue. It will take stock of the strengths and weaknesses of environmental law as we enter the 21st century, assess the practical measures that need to be taken at the UN World Summit for Sustainable Development, and scope out the future agenda for legal measures essential to attaining sustainable development. Conference proceedings will be published in the South African Journal of Environmental Law & Policy. The conference will be held at the University of Natal in Pietermaritzburg, South Africa, which is only an hour away from Johannesburg by regularly scheduled flights.

Environmental Law Capacity Building in the Asian and Pacific Region

The worldwide launches of the Asian Development Bank/IUCN/Asia Pacific Centre for Environmental Law book entitled "Capacity Building for Environmental Law in the Asian and Pacific Region: Approaches and Resources" began auspiciously at the Environmental Law Institute in Washington, DC, with presentations by the Asian Development Bank, the IUCN, and the United Nations Environment Programme. Representatives from the World Bank, the US Agency for International Development, nongovernmental organizations, private law firms, the American Bar Association, the Association of American Law Schools, and law students attended the event. John A. Boyd, former Principal Sector Specialist of the ADB and a major force in the production of the book, was also present at the launch and spoke movingly about the importance of the project. Copies of the CD ROM version of the two-volume work were distributed to the attendees, and hard copies of the book displayed. The editors of the book are Donna G. Craig, former CEL Regional Vice Chair for Oceana and Associate Professor of the Centre for Environmental Law at Macquarie University in Australia, Koh Kheng-Lian, CEL Regional Vice Chair for South and East Asia, Professor of the Faculty of Law and Director of APCEL at the National University of Singapore, and Nicholas A. Robinson, CEL Chair, Professor of Law and Co-Director of the Center for Environmental Legal Studies at Pace University School of Law in New York. Five CDG Fellows Join the IUCN ELC in Bonn

CDG fellows at the IUCN-ELCFive new fellows have joined the ELC in Bonn for a period of three months of research writing and experience-based training. The fellows, who come from five different countries from around the world, are Claudia Martans from Panama, Rose Mwebaza from Uganda, Geórgia Nogueira from Brazil, Ketsana Phommachanh from Lao PDR and Sunny Pichyakorn from Thailand. The fellows will each be working on a broad range of important topics including procedural rights, genetically modified organisms, wise use of mangrove ecosystems and the management of international water basins. The fellows have each been sponsored by the Carl Duisberg Gesellschaft (CDG), a non-profit organisation dedicated to international advanced training and human resource development headquartered in Cologne, Germany. "The CDG is a natural fit with ELP's objectives of promoting progressive development of environmental law at international and national levels, providing technical assistance in the field of environment and natural resources management, and promoting expertise and capacity building in these fields" said ELP Head, John Scanlon.

Planned activities include a Judicial Symposium for Judges from Arab States (see separate story), a 'train the trainers' course for Professors and lecturers from the Arab region (see separate story), an exchange programme between ARCEL and the IUCN ELC in Bonn, an international meeting of IUCN ELP 'centres of excellence', the possible establishment of a new 'centre of excellence' in Egypt, and progressing research on armed conflict and the environment. "Our series of meetings in Kuwait were a great success and ARCEL is to be commended for moving ahead so quickly to develop its programme" said Robinson. ARCEL was opened on 14 November 2001. Judicial Symposium on Environmental Law for Judges from Arab StatesThe Palace of Justice, Kuwait City

ARCEL, IUCN ELP and the Kuwait Institute for Judicial and Legal Studies have agreed to collaborate to convene a Judicial Symposium on the 'Role of the Judiciary in the Development of Environmental Law' for Judges from Arab States. The agreement follows a meeting of senior representatives from each organisation at the offices of the Kuwait Institute for Judicial and Legal Studies on 27 March 2002. The Judicial Forum, to be held in Kuwait City from 26-28 October 2002, is being funded through the generosity of the Kuwait Minister of Justice and the Kuwait Foundation for the Advancement of Science.

UNEP ROWA, IUCN ELP and ARCEL Collaborate to 'Train the Trainers' from Arab States

UNEP ROWA, IUCN ELP and ARCEL have jointly led a highly successful two day workshop on the development of a curriculum to 'train the trainers' from across the Arab region in teaching environmental law. Workshop, Kuwait City March 2002Workshop attendees included Dr Mahmood Abdulraheem, Director UNEP ROWA, Manjit Iqubal, UNEP, Dr Badria Al-Awadhi, ARCEL, Professor Nicholas Robinson and John Scanlon, IUCN ELP together with senior representatives from universities or governments from Bahrain, Egypt, Kuwait, Lebanon, Libya and Syria. A follow up workshop, scheduled for December 2002, will develop a detailed schedule for the teaching of the 'train the trainers' course, which is currently planned for March 2003. The March 2002 Workshop was convened through financial support provided by UNEP ROWA.

UICN y la Comisión Centroamericana de Ambiente y Desarrollo firman Memorando de Entendimiento

El Programa de Derecho Ambiental de la UICN y la Oficina Regional para Mesoamérica firmaron un Memorando de Entendimiento con la Comisión Centroamericana de Ambiente y Desarrollo (CCAD),Mauricio Castro (CCAD), Grethel Aguilar Rojas (CEL) and Jorge Caillaux (CEL) (left to right) un órgano del Sistema de Integración Centromericano (SICA), para brindar apoyo a ésta en el campo del derecho ambiental. La UICN prestará asesoramiento técnico especializado a los Comités Técnicos de la CCAD, entre otros, en relación con los siguientes convenios internacionales: Convenio sobre Diversidad Biológica, Convención sobre los Humedales de Impotancia Internacional (Ramsar), Convención de las Naciones Unidas de Lucha contra la Desertificación; Convención sobre el Comercio Internacional de Especies Amenazadas de Flora y Fauna Silvestres (CITES). Este proceso de colaboración, que ya lleva varios años, tiene como fin último el fortalecer la participación de los países miembros de la CCAD ante los mencionados convenios internacionales.
