JAPANESE CLIMATE CHANGE EXPERT AT IUCN ELC
28 February 2003

Rie Watanabe and Maria Socorro Manguiat (left to right)The ELC is hosting its first Japanese Visiting Research Fellow, Ms Rie Watanabe of the Institute for Global Environmental Strategies (IGES). Rie, a Research Associate at IGES, will be staying at the ELC for the next six months to conduct climate change related research for IGES and the ELC. Her activities will include a study on legal title to carbon, in collaboration with Ms Maria Socorro Manguiat, ELC Legal Officer focal point on climate change and Mr Stephane Levy, ELC Junior Legal Officer (see related story of 16 January 2003). She will also conduct a comparative study on the drafting and negotiating process of the UNFCCC and other multilateral agreements. Rie obtained her Master of Laws and Bachelor of Laws degrees from Tokyo University. She has written several publications on environmental policy and law issues in both English and Japanese. IGES is an independent, non-profit think tank, based in Japan that was established in 1998 to conduct policy oriented research on global environmental issues to achieve sustainable development.

NUEVAS OPORTUNIDADES PARA ABOGADOS AMBIENTALISTAS PERUANOS

Courtesy of SPDADurante el mes de marzo del 2003, la Facultad de Derecho de la Pontificia Universidad Católica del Perú dará inicio al primer curso lectivo del programa de Diploma de Estudios en Derecho Ambiental, ofreciendo la oportunidad de formar más y mejores abogados peruanos especialistas en Derecho Ambiental. El Diploma está enfocado en la enseñanza de resolución de conflictos por daños ambientales, la responsabilidad legal y otros temas relativos al impacto de la actividad económica sobre el medio ambiente. Este programa constituye el primero de una serie de proyectos y actividades llevados a cabo bajo el marco del acuerdo de cooperación de la Sociedad Peruana de Derecho Ambiental (SPDA) - Universidad Católica para el establecimiento de un Centro de Excelencia de la Comisión de Derecho Ambiental (CDA) de la UICN, y cae dentro de la Iniciativa Global de Capacitación en Derecho Ambiental del Programa de Derecho Ambiental de la UICN.

DR PARVEZ HASSAN ENVIRONMENTAL LAW CENTRE INAUGURATED

Dr Parvez Hassan Environmental Law Centre, LahoreLeading local, national and international dignitaries have sent their good wishes to Lahore, Pakistan for the opening of the Dr Parvez Hassan Environmental Law Centre at the Punjab University Law College. The University Law College is the oldest and largest institution of legal education in Pakistan. It is also the first institution in the country and in the region to start a diploma program in Environmental Law (2001). Environmental law was also recently introduced in the regular Bachelor of Laws program, and will soon be offered as one of the subjects in the Master of Laws and the doctoral programs. The Centre will house the Environmental Law courses and other academic activities of the College and the University. The courses are being taught by a highly qualified faculty that includes three alumni from the Singapore capacity building courses (see related story below). Dr Parvez Hassan, an outstanding alumnus of the University and former Chair of the IUCN Commission on Environmental Law (1990 to 1996) and former Legal Adviser of the IUCN (1994 to 1996), donated the building in an act of generosity reflecting his outstanding lifelong commitment to environmental law.

AVANZANDO CON LA EIA EN AMERICA CENTRAL

El Comité Técnico Centromericano de Evaluación de Impacto Ambiental (organismo técnico de la Comisión Centroamericana de Ambiente y Desarrollo -CCAD) se reunió los últimos días de enero en Antigua, Guatemala, para analizar los avances en materia de EIA en la región bajo el marco del proyecto Fortalecimiento de la EIA en Centroamérica. Este proyecto, implementado conjuntamente por la UICN Oficina Regional para Mesoamerica (ORMA) y la CCAD con el apoyo del Ministerio de Asuntos Exteriores de Los Países Bajos, tiene por objeto el mejoramiento de los sistemas de evaluación de impacto ambiental de Costa Rica, Guatemala y Nicaragua y el impulso de la agenda regional en esta materia. La reunión contó con la presencia del Viceministro del Ambiente de Guatemala, los miembros del Comité Técnico, autoridades de la CCAD, integrantes del staff de ORMA y del Centro de Derecho Ambiental y destacados expertos en materia de EIA de la Comisión Holandesa de Evaluación de Impacto Ambiental. El Centro de Derecho Ambiental apoyó la reunión por medio de su expertise en el campo de EIA en el contexto transfronterizo. El grupo decidió avanzar en la concretización de un Protocolo Centroamericano en EIA para el cual el ELC prestará asistencia.

IUCN UNEP JUDICIAL PORTAL WINS JUDGES SUPPORT

The Honourable Chief Justice of South Africa, Arthur Chaskalson, addressing the UNEP Governing CouncilFollowing two days of meetings in Nairobi (see story below) twenty six Chief Justices and senior judges from around the world have expressed their support for the IUCN UNEP Judicial Portal as a means of facilitating the exchange of environmental law judgements and information amongst judges. During his presentation on the outcomes of the Nairobi meeting to the Plenary Session of the UNEP Governing Council (see below), the Honourable Chief Justice of South Africa, Arthur Chaskalson, took the opportunity to specifically inform the Council of the judges support for the use and further development of the Portal. The Judicial Portal was designed by the IUCN ELC with the assistance of Justice Paul Stein AM as part of a joint initiative with UNEP. The Portal was launched during the UNEP Global Judges Symposium held last year and it is the world's first Internet based means for judges from around the world to communicate with one another and to share environmental law judgements and information.

JUDGES MEET IN NAIROBI TO FOLLOW UP ON GLOBAL JUDGES SYMPOSIUM

Chief Justice Chaskalson opening the Ad hoc meeting of Judges, UNEP HQ, NairobiFrom 30-31 January twenty six Chief Justices and senior judges from around the world met at UNEP Headquarters in Nairobi to follow up on the outcomes of the UNEP Global Judges Symposium. The meeting also considered the outcomes from previous judicial symposia, including the recent regional meetings held in London (for Western Europe) and Kuwait (for the Arab Region), both of which were either sponsored or co-sponsored by IUCN and UNEP. At the invitation of the Chief Justice, several observers, including IUCN, attended the meeting and were invited to directly share their views with the judges on the best way forward. Chief Justice Chaskalson reported on the outcomes of the meeting to the Civil Society Forum and the Plenary Session of the Governing Council of UNEP on 2 and 3 February respectively and copies of his reports will be made available when they are publicly released. IUCN was represented at the Nairobi meeting by the Chair of CEL and the Head of the ELP, and the CEL Regional Vice Chair for Eastern Europe was also in attendance.

IUCN ELP TO SPONSOR MAJOR WATER CONFERENCE IN BRAZIL
3 February 2003

Law for a Green Planet and IUCN ELP at the WSSD, JohannesburgThe IUCN Environmental Law Programme will co-sponsor the Law for a Green Planet Institute 7th International Conference on Environmental Law to be held in Sao Paulo from 2-5 June 2003. The theme of this years event is 'Water and the Web of Life'. The conference will feature an international panel of experts who will address issues ranging from governance to ethics. The conference will also explore regional approaches to water management from across the globe, including the critical issue of effective enforcement. IUCN ELP has a major focus on water and the year 2003 will see the programme involved in producing publications on governance and environment flows, providing technical assistance on river basin management and participating in major international events, including the 3rd World Water Forum in Kyoto. In January 2002 CEL established the Water and Wetlands Specialist Group Chaired by Megan Dyson of Australia. For more information click here.
