GOBERNANDO EL IMPOSIBLE
25 Julio 2003

Parque Nacional "El Imposible"La III Reunión del Comité Asesor y del Grupo Técnico de la Iniciativa de Agua y Naturaleza (WANI) tuvo lugar en El Salvador, en ocasión de inaugurarse el proyecto El Imposible-Barra de Santiago (BASIM). BASIM tiene como objetivo el manejo integrado de unos 13 ríos ubicados entre el Parque Nacional El Imposible y la zona de manglares costeros Barra de Santiago, en el occidente del país. El Dr. Alejandro Iza del Centro de Derecho Ambiental, a cargo del componente Gobernabilidad de la WANI, participó en la reunión y coordinó el Grupo Técnico sobre Empoderamiento, Gobernanza y Asuntos Legales durante las dos visitas de campo al sitio del proyecto.

REVISED AFRICAN CONVENTION ADOPTED

The revision of the 1968 'African Convention' was adopted by the Assembly of the African Union (AU) on July 11, 2003 in Maputo. IUCN played a major role in the drafting of this important regional treaty, as adviser to the Organization of African Unity (now the AU), and IUCN and UNEP provided advisory services in the preparation of the revision. The new text makes the African Convention the most comprehensive and modern regional treaty on environment and natural resources conservation, and the first to deal with an array of sustainable development issues. It covers a wide spectrum of questions, ranging from biological diversity conservation, sustainable use of soil, air, water and land, and provides for procedural rights and mechanisms serving its implementation. The revised convention also incorporates the IUCN Protected Areas Management Category System in its totality - the first time any international or regional convention has done so. The Convention will enter into force once 15 States have ratified it.

BALLAST WATER AND THE LAW
16 July 2003

At its 49th meeting (14-18 July), the International Maritime Organization's (IMO) Marine Environment Protection Committee (MEPC) expects to take a major step to address one of the most significant present-day threats to aquatic species and ecosystems – the introduction of invasive species through the release of ballast water. At the request of the IMO, IUCN Environmental Law Centre has provided an analysis of the current draft of the International Convention on the Control and Management of Ships' Ballast Water and Sediments, as the MEPC prepares to enter final negotiations. The latest edition of Ballast Water News, now being produced in partnership with IUCN, has a focus on these recent developments, including an article provided by Tomme Young, Senior Legal Officer with the IUCN ELC.

IUCN's Work on Synergies Highlighted

National focal points of the United Nations Framework Convention on Climate Change (UNFCCC), joined by some of the national focal points of the Convention on Biological Diversity (CBD) and the Convention to Combat Desertification (CCD) from 33 countries gathered at Espoo, Finland to participate in the joint UNFCCC Subsidiary Body for Implementation (SBI)/Subsidiary Body for Scientific and Technological Advice (SBSTA) workshops on synergies and cooperation with other conventions. Maria Socorro Manguiat, Legal Officer with IUCN ELC, presented IUCN's approach to synergies, highlighting its work on forest landscape restoration, linkages between biological diversity and climate change, and adaptation, and suggesting ways in which international organizations such as IUCN could contribute to the goals of cooperation and synergy. Outcomes of the workshop will be presented the ninth session of the Conference of the Parties to be held in Milan, Italy in December 2003.

ELP Newsletter 2003 Edition Released

Inspired by the immense popularity and positive feedback received on last year's "new look" Newsletter, the ELP has now released the 2003 edition of the Newsletter, which focuses on implementation. This year's issue contains articles on the major themes embodied in the Johannesburg Plan of Implementation, reports on the meetings held during the "Law Week" which preceded the Johannesburg Summit, and information and updates on selected specialist groups of the IUCN Commission on Environmental Law. It also provides summaries of important environmental meetings held last year and an evaluation of the evolution of multilateral environmental agreements. The Newsletter also features a section on CEL members in the news, including a tribute to J. William (Bill) Futrell, CEL Regional Vice Chair for North America and the Caribbean.
