CONGRESS FORUM PROGRAMME NOW ON THE WEB

The programme for the World Conservation Forum is now available online. You can search to find a topic, speaker or institution; click on the links at the right to sort by session type or theme; or click on a day to get an overview of that day. And you can then view the results in a list of sessions or as a colour-coded timetable. In addition to English, French and Spanish versions of the programme will be added in early October as well as the "Congress Navigator" feature. The "Navigator" allows delegates to search or browse the programme, put sessions into a "shopping basket" and then print their own customized programme. Delegates are encouraged to do this before they leave for Congress, but it will also be possible to do this at the Congress venue itself - at the Internet Café, Membership Hub and Registration areas. The Programmes for the IUCN Commission on Environmental Law sponsored days are also available on-line from the IUCN ELP website and the Congress website.

IUCN CEL Founder Receives Prestigious National Award

On September 9, Dr. Wolfgang Burhenne received the Knight Commander's Cross (badge and star) of the Order of Merit of the Federal Republic of Germany (Das Grosse Verdienstkreuz mit Stern des Verdienstordens der Bundesrepublik Deutschland) from Mrs. Bärbel Höhn, the Environment and Nature Conservation Minister of North Rhine Westphalia, acting on behalf of the President of the Federal Republic. This high decoration was given to him in recognition of his life-long work and achievements in the field of environment and nature conservation policy and law. The Minister recognized his pioneering work at the national level as the 'motor' of the Interparliamentary Working Centre (with members from the German federal and state parliaments, as well as German European parliamentarians), and at the international level as the initiator of a number of multilateral environment instruments.

NEW DIRECTORY OF INSTITUTIONS ACTIVE IN ENVIRONMENTAL LAW

Knowing who to contact and where to find information on environmental law is critical for establishing and maintaining knowledge networks and for building capacity. In order to help meet this need, IUCN's Environmental Law Centre (ELC) has cooperated with the International Council of Environmental Law (ICEL), an IUCN Member, to compile an international directory of institutions active in environmental law. This Directory is now available on the IUCN Environmental Law Programme website, and will be updated and maintained by the IUCN ELC. All institutions that are active in the area are invited to be included in the Directory and to keep their details up to date. The Directory is complemented by the CEL Members Portal, the IUCN-UNEP Judicial Portal and an extensive links page - all accessible through the IUCN ELP Website - along with the CEL Directory, which is made available to all CEL members in hard copy.

GOBERNABILIDAD DE CUENCAS COMPARTIDAS

El Programa de Derecho Ambiental representado por la Dra. Grethel Aguilar (vicepresidente de la Comisión de Derecho Ambiental de la UICN) y el Dr. Alejandro Iza (Senior Legal Officer del Centro de Derecho Ambiental de la UICN) junto al Área Temática de Agua, Humedales y Zonas Costeras de UICN-Mesoamérica organizó un Diálogo en la Ciudad de Guatemala sobre Gobernabilidad de Cuencas Compartidas. Este diálogo, al cual asistieron representantes de sectores gubernamentales y no gubernamentales de Guatemala, El Salvador y México, estuvo destinado a intercambiar experiencias sobre políticas, legislación e instituciones vinculadas al manejo de las cuencas compartidas. La discusión tomó como base el derecho internacional pero desde la perspectiva de la realidad geográfica, histórica y política de Mesoamérica. Los resultados del diálogo serán incorporados al manual sobre gobernabilidad de cuencas compartidas que está siendo elaborado por el Programa de Derecho Ambiental.
