Legal issues are identified at all levels of the IUCN's global programme. However, only a few RCOs have staff lawyers or ongoing specific environmental law projects in their portfolios.
The Regionalisation project endeavours to help the RCOs to streamline environmental law into their programmatic activities and, according to their needs, develop their own environmental law programmes within the framework of the global Environmental Law Programme (ELP). This includes integrating regional Commission of Environmental Law (CEL) members and other partners into regional programmes.
CENTRAL AFRICA (BRAC)

EASTERN AFRICA (EARO)
In June 2000, EARO together with CEL and the Environmental Law Centre (ELC) convened a regional planning and co-ordination meeting in Nairobi, Kenya.
The goal of this meeting was to discuss a strategy for streamlining environmental law into the programme of EARO.
The participants identified eight specific legal issues which were regarded as important for the region:
- transboundary ecosystems and species
- integrated coastal zone management
- alien invasive species
- forest management
- water resources management
- land and resources tenure
- environmental governance
- capacity building
Based on the said priority issues, EARO and the ELP are working towards the implementation of the said priorities into the programme of EARO.
SOUTHERN AFRICA (ROSA)
A staff lawyer at IUCN-ROSA is in charge of a 3 years Dutch funded project called "Strengthening Environmental Law in Southern Africa".
The objective of this project is to build capacity in environmental law and facilitate its integration into projects and programmes implemented by IUCN members and partners.
WEST AFRICA (BRAO)
Within the framework of the Regionalisation project, BRAO and the ELP started a co-operation process to design and develop a programme for implementing the environmental legal priorities of the West African Region.
Having regard to the particular concerns of BRAO and the fact that some members of CEL are working on this issue at the regional level, the programme will start through developing a network and relevant working relationships in the area of water resources management.
MESOAMERICA (ORMA)

NORTH AMERICA & THE CARIBBEAN

SOUTH-AMERICA (SUR)
This section will be progressively developed over the coming months.
ASIA (ARO)

IUCN-ARO has developed a regional environmental law programme (RELPA) which includes:
- IUCN members specialising in environmental law in Bangladesh, Nepal, Singapore and Sri Lanka
- More than 100 CEL members in over 20 countries
- Centres of excellence -- Research Institute of Environmental Law (RIEL) Wuhan University, China; Asia-Pacific Center for Environmental Law (APCEL), National University of Singapore, Singapore
- 3 IUCN lawyers, including staff lawyers in IUCN Country Offices in Nepal and Sri Lanka
NORTH AFRICA, WEST AND CENTRAL ASIA (WESCANA)
IUCN-WESCANA has designed a collaboration process with the ELC and CEL for developing two sub-regional environmental law programmes: North Africa & West Asia, and Central Asia.
North Africa and West Asia
The design of the sub-regional environmental law programme for North Africa and West Asia is going to be finalised at a co-ordination meeting, planned for the first half of 2002. The establishment of ARCEL is a major step in advancing the environmental law components of the WESCANA Programme.
Central Asia
Important consultations took place at the national level in the 5 Central Asian countries to identify the programme priorities. A draft sub-regional programme is expected to be ready during 2002.
