Bureau of the IUCN Council

The Bureau of the IUCN Council supports the effective functioning of the Council between its meetings. Established by the Council, the Bureau acts on behalf of, and under the authority of, the Council between meetings of the Council.

The Bureau enables Council business requiring attention between ordinary Council meetings to be addressed in a timely manner, while remaining accountable to the full Council.

Role of the Bureau

Under the IUCN Statutes and Regulations, the Bureau may act on matters assigned to it by the Council, on matters falling within the functions of Council specified in Article 46(b)–(q) of the Statutes, and on specific matters delegated to it by the Council in accordance with the Rules of Procedure of the Bureau.

The Bureau may also consider recommendations and matters referred to it by the Council's Standing Committees — the Programme and Policy Committee, the Finance and Audit Committee, and the Governance and Constituency Committee.

The Bureau does not replace the Council. It exercises its functions on behalf of and under the authority of Council, with its decisions reported to the full Council in accordance with the IUCN Regulations.

Composition

The composition of the Bureau is defined in Regulation 57 of the IUCN Regulations. It brings together members of Council with different responsibilities and perspectives across the Union.

Transparency

The work of the Bureau is conducted in accordance with the IUCN Council's Policy on Transparency. Bureau decisions and official documents are made publicly available in accordance with that Policy, subject to the defined exceptions necessary to protect confidential information and the integrity of Council's deliberative processes.
