CEESP at CBD COP10

CEESP at CBD COP 10 - Nagoya , October 2010 - The tenth Conference of the Parties (COP) of the Convention on Biological Diversity (CBD) to be held the second half of October 2010 in Nagoya will discuss and approve several major policy documents, including an in depth review of the implementation of the programme of work on protected areas (PoWPA), which will guide CBD work on protected areas for the next 5 to 10 years. The document to guide such a review has been finalized and approved at the CBD SBSTTA meeting held in Nairobi ( Kenya ) on May 10-21, 2010.

CEESP has actively participated in the Jeju meeting and the COP SBSTTA in Nairobi . In addition, four CEESP members have volunteered their technical support and training on protected area governance in all four PoWPA Regional Review meetings ( Ivory Coast , India , Colombia and Germany ) held in 2009. The results of this work are already well reflected in the draft document mentioned above. Recently, CEESP has also produced its Briefing Note no.10-- “Recognizing and supporting indigenous and community conservation— from lessons to action”. This document was widely distributed (in English, French and Spanish) at the SBSTTA meeting in Nairobi , where two side events were organised by CEESP. A longer companion document to CEEP BN 10, containing many examples and in depth analysis, is being produced in English, French and Spanish, and will be launched at COP 10 meeting in Nagoya.

The COP 10 meeting will be critical for the full understanding and incorporation of governance issues, and in particular ICCAs, as part of the CBD efforts to implement PoWPA. Most likely, many CBD delegates will be ready for a better understanding of these concepts – among the most innovative and important policy advances promoted by CEESP members and partners throughout the existence of the Commission. Given the broadly accepted need to mobilise all possible resources to expand land coverage dedicated to the conservation of biodiversity, ICCAs will likely experience a surge in interest and attention at and after COP 10. Indigenous peoples and local communities should be ready to respond constructively but firmly, to protect their unique sites and values.

As was done at SBSTTA 14, the CEESP Chair has agreed that CEESP should be represented at COP 10 as part of the IUCN delegation and in close interaction with the IUCN Secretariat. In preparation, CEESP members have already been active to organise a side event on issues of governance of protected areas and two side events on ICCAs (in terrestrial environments and in coastal and marine environments). CEESP Briefing Note no. 10, its new companion documents of examples and analysis and a draft took kit on governance of protected areas will be distributed at the side events. Other CEESP members have also been very active and organised side events on Sacred Natural Sites. The people who will offer presentations and examples at the events will also be available to influence and lobby the technical delegates, and in many ways promote the adoption of a sound and forward looking text, reflecting CEESP's mission and values.

During COP 10, a general assembly meeting of the ICCA Consortium will also be held in Nagoya (on Sunday Oct. 24) as well as a three-day workshop on ICCAs -- organised in cooperation with GEF SGP, UNEP WCMC and the ICCA Consortium and held in a satoyama-landscape outside Nagoya (28-30 October). The workshop will deal with a number of concrete tasks – such as agreeing on a minimum protocol for prior informed consent to protect the interests of communities willing to list their ICCA as part of the UNEP WCMC dedicated Registry.

All CEESP members who are going to attend the Nagoya Conference are kindly requested to inform Grazia Borrini-Feyerabend at gbf@cenesta.org . During the first week of COP 10 a late afternoon meeting will be held to gather CEESP members, exchange information and – as need be -- strategise around useful policy outcomes. All the CEESP members interested to attend will be informed of the venue and timing of this meeting via e mail.
