Dr Serge Michel GARCIA is a biological oceanographer from the University of Aix-Marseille, specialized in fishery science, stock assessment, fishery management and governance, with a long experience in developing countries and regional fishery organizations. Former Research Director of the French Institute of Research for Development (IRD, France) and former Director of the FAO Fisheries and Aquaculture Management Division, he retired since March 2007. He has since cooperated with a range of international organizations including FAO, UNEP, CCSBT, IUCN, CBD and the World Bank. He authored, co-authored or directed books on fisheries management (Wiley Blackwell, 2009), MPAs and fisheries (PUP, 2013) and on Governance of marine fisheries and biodiversity conservation (Wiley-Blackwell, 2014) and coordinated scientific developments on the concept of Balanced Harvest. He is, since 2008, a member of the Board of the European Bureau for Conservation and Development (EBCD) and chairs the Fisheries Expert Group of the IUCN Commission on Ecosystem Management (IUCN-CEM-FEG) which provides scientific advice at the interface between conservation and fisheries, for a better implementation of the ecosystem approach to fisheries. He is presently focussing on: mainstreaming of biodiversity concerns in fisheries; achievements in relation to CBD Aichi Target 6 (sustainable fisheries) and Target 11 (protected areas) and their implications for fisheries, as well as on fisheries rebuilding
