Exploring Private Actor Contributions to GBF Target 3 (30x30) Through OECMs

This project is part of a new collaborative initiative by IUCN, Keidanren Nature Conservation Council (KNCC) and Ministry of the Environment of Japan (MOEJ), which aims to support non-state actor engagement in OECMs for biodiversity conservation by collecting case studies, sharing best practices, and mainstreaming findings through presentations at high-level global fora.

Call for Survey Responses and Case Study Submissions (Deadline Extended, EN/ES Available)

Other effective area-based conservation measures (OECMs) are areas that deliver effective biodiversity conservation in natural spaces outside of protected areas. While both OECMs and protected area definitions allow for a variety of governance types and management models, OECMs also recognise places that deliver conservation outcomes even when conservation is not the primary management goal. In this way, they create opportunities for a wide range of non-state (private) actors*—including businesses, NGOs/NPOs, academia, private landowners, etc.—to participate in area-based conservation. Protected areas, on the other hand, must be dedicated and managed for conservation. Both protected areas and OECMs are complementary mechanisms for area-based conservation and contribute to the achievement of Target 3 of the Kunming-Montreal Global Biodiversity Framework, also known as the 30x30 target.

 

Point of clarification: *This project is focused on businesses, NGOs/NPOs, and other private actors. Hence, the terms "non-state actors" and "private sector" are used interchangeably here. A separate initiative is focusing on the perspectives of Indigenous peoples and local communities in relation to OECMs. 

 

To better understand the level of interest in engaging with OECMs across different sectors, we kindly ask your organisation to complete our survey.

By identifying, documenting, and expanding private sector-led conservation initiatives, this project will provide a structured pathway for private sector to: 

• Strengthen capacity-building within the private sector to ensure long-term commitment and effective OECM management.

• Contribute to Kunming-Montreal Global Biodiversity Framework Target 3 at national and global levels.
