Scaling Up Nature-Based Solutions for Climate Resilience in Tanzania: IUCN and NORAD Launch RESOLVE-NbS Project

Dodoma, Tanzania – 5th February 2025 – The International Union for Conservation of Nature (IUCN), in partnership with the Norwegian Agency for Development Cooperation (NORAD), is proud to launch the Scaling-up Nature-based Solutions (NbS) for Climate Change Resilience in Tanzania (RESOLVE-NbS) project. This initiative has a budget of NOK 60 million and will run from 2025 to 2027 and it aims to enhance climate resilience through Nature-based Solutions (NbS), with a strong focus on community-driven adaptation efforts in the Morogoro and Iringa regions benefiting over 30,000 beneficiaries.
RESOLVE-NbS will support local communities in adopting and scaling up NbS to adapt and mitigate the adverse impacts of climate change on food systems and natural ecosystems. This partnership contributes to Agriculture and Climate MOUs that Norway recently signed with Tanzania. It aligns with Tanzania’s local and international climate policies and commitments including the Nationally Determined Contributions (NDCs), and African Forest Landscape Restoration Initiative (AFR100) which, respectively, targets a 30-35% reduction in emissions and the restoration of 5.2 million hectares by 2030 as well as the SDGs.
Speaking at the launch, Mr. Charles Oluchina, IUCN Tanzania Country Director, highlighted the project’s transformative potential:
"Through RESOLVE-NbS, we aim to turn climate challenges into opportunities by equipping local communities in Iringa and Morogoro with knowledge, tools, and resources to implement Nature-based Solutions, transform ecosystems and agriculture towards a recovery path and resilience."
Echoing this sentiment, H.E. Amb. Tone Tinnes, Norwegian Ambassador to Tanzania, emphasized Norway’s commitment to climate resilience: "Norway is committed to supporting climate action efforts working towards a low emission society. Through this partnership with IUCN, we are supporting Tanzania in strengthening its ecosystems and communities against climate change while promoting sustainable development."
Hon. Eng. Hamad Yusuf Masauni, Minister of State, Vice President’s Office – Environment and Union affairs underscored the government’s support for the project:
"Tanzania is committed to integrating Nature-based Solutions into our climate policies and practices. The RESOLVE-NbS project aligns with our national priorities, offering practical solutions and a contribution that will enhance resilience and protect vital ecosystems."
The launch event, held in Dodoma, brings together key stakeholders and partners in the sector including WWF, Eastern Arc Mountains Conservation Endowment Fund (EAMCEF), CARE Tanzania, Climate Action Network (CAN) Tanzania, National Carbon Monitoring Centre (NCMC), SAGCOT, Government Agencies, Ministries, and other Development Partners.
The RESOLVE-NbS project will be implemented through close collaboration with local governments, partner organisations, the private sector and its associations, and local communities. It will prioritize gender-responsive approaches and promote sustainable business models that support investment in Nature-based Solutions.
