As global average temperatures rapidly approach 1.5°C above pre-industrial levels, climate impacts – storms, floods, droughts, wildfires, and heatwaves – are becoming more frequent and disproportionately affecting the most vulnerable, including women, Indigenous Peoples and disadvantaged groups in developing countries. This is why climate adaptation is more urgent than ever, and this is where ecosystem-based adaptation (EbA) can play a critical role as a cost-effective, community-driven solution that delivers multiple benefits – with healthy ecosystems acting as buffers against climate disasters.

The Global EbA Fund was launched in 2021 as a catalytic funding mechanism for supporting innovative approaches to EbA – a nature-based solution that harnesses biodiversity and ecosystem services to reduce vulnerability and build resilience of human communities to climate change. With a focus on EbA, the Fund is strategically positioned to connect and contribute to the delivery of global agendas on the climate-biodiversity nexus in a gender responsive way that supports the most vulnerable communities. Linking local solutions to global agendas, the Global EbA Fund is creating an enabling environment for the mainstreaming and scaling of EbA – to enhance the resilience of people and ecosystems to the impacts of climate change on a global scale. The Global EbA Fund supports innovative ideas to overcome barriers to EbA uptake – deploying technical and financial support to concepts that scale EbA ambition in three areas: i) building awareness and understanding, ii) addressing planning and other governance gaps in policy and regulatory environments, and iii) expanding access to finance mechanisms.

Implemented by IUCN and UNEP, with funding from the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), the Global EbA Fund is a funding mechanism for catalytic, innovative, and inclusive projects that aim to create an enabling environment for the implementation of Ecosystem-based Adaptation (EbA) to enhance the resilience of vulnerable communities and ecosystems to the impacts of climate change.

The Global EbA Fund fills in resourcing and knowledge gaps with a broad thematic focus on innovation and urgency, thus encouraging creative solutions and partnerships among grantees and the wider EbA community. By supporting catalytic and innovative interventions, the Fund addresses research gaps, pilots innovative EbA approaches, engages in strategic EbA policy mainstreaming, and incentivises innovative finance mechanisms and private sector EbA investment. The Fund collaborates with relevant partnerships and networks including FEBA, the Global Adaptation Network (GAN), and the ENACT Partnership, among others.

The following are some examples of the types of catalytic and innovative interventions that the Fund could support: i) integrating EbA into national climate plans or updating building codes to require nature‑based flood buffers, ii) adding EbA modules to engineering or city‑planning curricula for future practitioners to design with ecosystems in mind, iii) creating a community incentive scheme or issuing a green bond to fund watershed restoration, iv) a food company sourcing only from farmers using ecosystem‑sensitive practices, or v) conducting a climate risk assessment to identify communities most exposed to floods, etc.
