The consultant will complete the following activities, in coordination with IUCN Oceania Regional Office.
A desktop review (and, if possible, select interviews) of literature describing where and how NbS have been successfully incorporated into policy in developed countries, the success factors and lessons learned, and how the initiatives can be replicated/scaled-up in the Pacific.
The consultant will conduct consultations with stakeholders listed in Appendices 1 and 2. Because of Covid-19 travel restrictions, the consultations will be conducted virtually. In countries without Covid-19 restrictions, consultations may be conducted in a hybrid virtual format with participants in-country congregating in a single location. The consultations will include an introduction to NbS, introduction to the project, and gather feedback on the proposed design, outcomes, and outputs of the project. Key stakeholders will also be consulted on their potential roles in the project. The consultant will summarize learnings and feedback from the consultations and use these to adapt the design of the project, in coordination with IUCN Oceania Regional Office.
Based on the results of the above consultations, the consultant will review and revise the Theory of Change, the Logic Diagram, Outcomes, Outputs and Activities in consultation with IUCN ORO.
The consultant will also draft, in close consultation with IUCN ORO, the Detailed Design documents for the project as specified in the deliverables below.

1. Summary of a desktop review (and, if possible, select interviews) of literature describing where and how NbS have been successfully incorporated into policy in developed countries, the success factors and lessons learned, and how the initiatives can be replicated/scaled-up in the Pacific.
Consultations:
1. A detailed consultation plan developed in coordination with IUCN ORO
2. Consultations with stakeholders and beneficiaries, including
a. Government of Vanuatu (Appendix 1)
b. Government of Fiji (Appendix 1)
c. Government of Tonga (Appendix 1)
d. Others (Appendix 2)
i. CROP Agencies (SPREP, SPC, USP, PIFS, SPTO, PIPSO) – CROP agencies will be consulted individually.
ii. UN Agencies (UNDP, UNEP) – UN Agencies may be consulted together or individually
iii. International NGOs (WWF, CI, Live and Learn, TierraMar, GGGI, IUCN New Zealand National Committee)
iv. Finance / Lending institutions (ADB Suva and Manila offices, World Bank, IFAD, Fiji Development Bank)
v. Private Sector (PIPSO, Pacific Islands Tourism Organisation, Chambers of Commerce in Fiji, Vanuatu, and Tonga (targeting architects, engineers, etc.)
vi. Others to be recommended/determined during consultations (Snowball methodology)
3. Consultation report detailing:
a. Who was consulted
b. Dates of consultation
c. Summary of questions and responses
d. Details of adjustments made to project design due to consultations
Detailed Design documents (based on MFAT guidance):
1. MERL framework – MFAT MERL framework standards and guidelines can be provided
2. MERL work plan – MFAT MERL work plan guidance can be provided
3. Governance and management arrangement diagram. This will include
a. a description of governance arrangements: What are the proposed arrangements? Who will be involved? What will their roles be? How often will oversight happen? What will it focus on? How will governance discussions and decisions be recorded and shared?
b. a description of management arrangements: What staff/volunteer roles will be involved? What will the purpose and responsibilities of those roles be? Who will they be accountable to?
c. a description of expected contributions from stakeholders to managing or implementing the project: Which organisations and roles will be involved? What will their responsibilities be? What is their capacity and capability to fulfil these responsibilities? Are they aware of IUCN's expectations?
d. a diagram illustrating the management structure and roles.
