Support for the preparation of France’s national nature restoration plan
This brochure presents the results of the project "Support for the preparation of France's national restoration plan", funded by the European Union via the Technical Support Instrument. Drawing on scientific literature and cross-sector expertise, it provides an overview of restoration measures - examining their climate benefits, impacts, associated costs, and the funding pathways needed to bring France's National Restoration Plan to life.
To address the urgent need to restore biodiversity and strengthen nature’s resilience, and in order to achieve climate change mitigation and adaptation objectives, the European Union adopted the Nature Restoration Regulation (NRR) in 2024. It sets ambitious and progressive targets: restoring at least 20% of the EU’s land and sea areas by 2030, and all degraded ecosystems by 2050.
Member States should submit their National Restoration Plan to the European Commission by September 2026. France is currently preparing its plan, which should detail restoration measures by ecosystem type, as well as their funding.
In this context, France has received support from the European Union’s Technical Support Instrument. Through this instrument, the European Regional Office of IUCN, in collaboration with the French Committee of IUCN, provided technical expertise to support the drafting the French National Restoration Plan.
IUCN has worked with experts in different fields to provide evidence on the relevance of different restoration measures identified in the scientific literature, considering their climate benefits, their impacts, and costs. IUCN has also identified different existing funding mechanisms. This document presents the main findings of this work.
