Strengthening law enforcement and patrol capacity for sustainable fisheries and Protected Area management in Cambodia

From 15-17 July and 23-24 July 2025, IUCN Cambodia, in partnership with the Fisheries Administration (FiA) and the Department of Coastal and Marine Area Conservation of the Ministry of Environment, delivered two training courses on law enforcement and patrol tactics. These brought together 85 participants (including 14 women) from environmental officials, rangers, five NGOs, 18 Community Fisheries, and eight Community Protected Areas from the Tonle Sap Lake, the Mekong River, and the Dong Peng Multiple Use Area in Koh Kong Province.

The training courses were delivered under two projects (1) Strengthening CSO Capacity to scale up sustainable freshwater fisheries in Cambodia (2023-2027) funded by the EU, and (2) Coastal and marine ecosystems conservation and management project (2021-2025) funded by the Ministry of Oceans and Fisheries of the Republic of Korea.

The training aimed to equip rangers and community patrol teams with practical skills in patrol operations, law enforcement, and policy to improve overall management performance of freshwater protected areas.

Participants improved their skills in patrol planning, team organization, and patrol safety. They learned to use Avenza Maps to record patrol routes and improved their ability to document and report illegal activities. The training increased awareness of the revised Law on Fisheries and the Environment and Natural Resource Code, helping participants to better contribute to both sustainable fisheries and protected area management.

The workshops fostered collaboration between rangers, community patrol teams, local authorities, environmental officials, and FiA. All participants received comprehensive training materials in both hard and soft copy, ensuring ongoing access to the knowledge gained. Many trainees—particularly those with limited experience with law enforcement—described the training as highly relevant, practical, and immediately applicable to their daily work.
