A Mediterranean Blue Natural Capital Facility to scale up restoration efforts

IUCN Med is working to develop a Mediterranean Blue Natural Capital Facility to channel investment into restoring vital marine and coastal ecosystems that sustain livelihoods and biodiversity.

The Mediterranean’s Posidonia oceanica meadows and coastal wetlands are far more than natural defences or carbon sinks. They are the foundation of Mediterranean life, supporting biodiversity, driving local economies, and shaping the region’s identity. These ecosystems sustain fisheries, tourism, and maritime trade; they provide food, jobs, and cultural value; and they act as a natural shield against storms, floods, and erosion. Yet, they are under intense pressure. In the last five decades, nearly one third of the region’s seagrass cover has disappeared due to pollution, unsustainable coastal activities, and the accelerating effects of climate change. 

To help reverse this decline, the IUCN Centre for Mediterranean Cooperation (IUCN Med) is establishing the Mediterranean Blue Natural Capital Facility (Med BNCF), which will begin operations shortly. The Facility is designed to channel financing toward economically viable, scalable projects that protect and restore blue ecosystems. By connecting environmental sustainability with economic opportunity, the Med BNCF will help bridge the gap between science, finance, and policy, turning blue natural capital into a driver of both ecological recovery and community prosperity. 

Investing in Blue Natural Capital 

The Med BNCF focuses on the Mediterranean’s most valuable coastal and marine ecosystems - Posidonia oceanica meadows, saltmarshes, and coastal wetlands - which are critical for livelihoods, biodiversity, and climate adaptation. Despite their importance, the Mediterranean still faces barriers that limit investment in these ecosystems: fragmented governance, insufficient technical capacity, and limited financial and monitoring frameworks. 

By providing structured support from feasibility analysis and project incubation to financial design and policy integration, the Facility will enable early-stage initiatives to become investment-ready projects. These projects will not only deliver environmental gains but also create sustainable business models that align conservation with local economic growth. 

Building on Regional Experience 

The Med BNCF builds on the long-standing expertise of IUCN Med and its partners in promoting nature-based solutions and ecosystem restoration across the Mediterranean. It also benefits from lessons learned through the Mediterranean Blue Carbon Initiative, and the Blue Natural Capital Financing Facility which has strengthened scientific collaboration and advanced the regional and global understanding of blue ecosystem services and finance. 

By uniting scientific knowledge, financial innovation, and regional cooperation, the Med BNCF represents a crucial next step, creating a practical mechanism to attract and manage investment in blue natural capital while empowering Mediterranean communities to build a resilient and sustainable future.
