BOEM is a U.S. federal regulatory and research agency that promotes energy independence , environmental protection and economic development through responsible, science-based management of offshore conventional and renewable energy and marine mineral resources. BOEM's environmental program conducts environmental reviews, including National Environmental Policy Act (NEPA) analyses and compliance documents,for each major stage of energy development planning. These analyses inform the bureau's decisions on exploration and development of offshore energy resources (primarily oil,gas,and wind energy) and non-energy minerals. Additionally, BOEM's scientists develop, fund, and manage rigorous environmental studies to inform bureau decisions.
