Dr Irene HEUSER
Dr. Irene Lucia Heuser Since July 2018 Dr. Heuser is Chair of the Specialist Group on “Soil and Sustainable Agriculture Law“ of the IUCN World Commission on Environmental Law. Dr. Irene Heuser is active in the field of environmental policy and law since more than 30 years. She received a “summa cum laude” in Law for her PhD thesis on European Soil Protection Law in 2005 from the University of Trier, Germany (with a scholarship of the German Research Council). Irene currently lives near Berlin and works as Head of the Unit “EU Policy, EU Law, Development Policy” as well as Deputy Head of the International Department of the Ministry for Europe in Potsdam. She previously worked as Head of the Minister’s Office or Senior Legal Officer in the State Chancellery of Brandenburg, the Ministry of Environment and the Directorate-General Environment of the European Commission. She has written several articles on soil protection, agriculture and sustainability law and is co-editor of the International Yearbook on Soil Law and Policy (IYSLP). She spoke at major conferences around the world on topics related to soil protection and environmental law (FAO, UNCCD, Global Soil Week etc.). She speaks English, French and German.

Goals of the Specialist Group
- Continue to implement original mandate based on the parameters of the first “Soil” Resolution of the IUCN World Conservation Congress, Amman Jordan 2000, which requests the IUCN Environmental Law Program – “in its development of legal guidelines and explanatory material, and investigation into a global legal instrument for the sustainable use of soils, to pay particular attention to the ecological needs of soil and their ecological functions for the conservation of biodiversity and the maintenance of human life”
- Assist individual countries with soil, desertification, and sustainable agriculture legislation reform, and related legislation and policy and implementation (principal areas of interest include Northeast and Central Asia)
- Investigating various options for an international instrument for soil (with special reference to the concept of LDN and SDG 15) and discuss options with various international environmental law and soil science groups
- Communication and promotion of soil legislative reform (within IUCN and external environmental law and soil science groups) with special reference to LDN and SDG 15, including discussions about indicators to concretize the LDN Target
- Preparing indicative publications, including the "International Yearbook of Soil Law and Policy"
- Monitoring and contributing to initiatives and negotiations under UNCCD, UNFCCC through the IUCN Drylands Initiative, and UN/FAO
